Samurai & Weapon Specialization

From Daisho Specialization (Rokugan pg 49):

This is effectively a limited version of the Weapon Sepcialization feat that is available to Samurai.

This line from the aforementioned feat leads me to believe that Samurai are allowed to select the Weapon Specialization feat. Am I right about this? If I am then why isn't the feat listed among the Samurai's bonus feats?

Samurai can't take wepaon specialization, this passage measn that the feat (Daisho Specialization ) is the limited version Samurai are allowed to take.
 

What they means is:

(This is effectively a limited version of the Weapon Specialization feat) that is available to Samurai.

not

This is effectively a limited version of (the Weapon Specialization feat that is available to Samurai).

In other words, they're saying "this feat IS available to Samurai, unlike Weapon Specialization" not "this feat is like the feat that's available to Samurai."
