Actually Dinkeldog there are many lesser and demi gods added to the pantheon in the Divine and Defeated hardback. Should be more than enough of them to fill most any niche. I think even Greater Gods could be added say some followers of one of the current GG's start worshipping a lesser or demi god thereby increasing the LG or DG influenece (Scarred Lands, while there are no hard and fast rules on # of worshippers = X amount of godly power, is very vocal in stating that a god's status relies upon the number of her worshippers- agian this is present only in the 'fluff' section). I think the SL setting is strong enough to stand with just the PHB's spell lists. The R&R spells and magic items add a great deal of flavour to the setting and, after running for several months with a party of PCs of 9th-13th level with them having full access to the R&R spells I have found that there a precious few 'game-breakers' and several now overlap with similar spells available in the classbooks. I haven't come across any spell that the party has had a hard time dealing with or that wiped the floor with a NPC nasty (the only one I found way overpowered and needlessly complex was Salamar's Quiet Contemplation). I admit I haven't used every spell in game but I have read them all and found only that one to be too powerful for its level. Of course that's only for my campaign which I admit is over the top in powerful magic and wierd and crazy enemies the party has faced. I wanted to try something markedly different than what I usually run (like my old Warhammer campaign where, after more than a year of playing (about 5 months game time) I realized that, aside for a (very) few potions and one semi-cursed magical sword I had given out no magic and only about 500 gps! (in Warhammer though 1gp goes a lot further than in D&D) ) The 'default' Scarred Lands setting is quite low magic in general - magical items are very rare and never sold at any price.
