Can a person scry on the owner of an item, without knowing the Identity of the item?

Let us say that they find a signet ring at the scene of a crime. They want to cry on the owner of said ring, but do not know Who the owner is.

Is this possible? Give it a heavy DC, but allow it?

Yes. The scrying spell allows you to have of the target "knowledge: none" and "connection: possession or garment".
The check is then DC 20 with a +8 bonus to the roll (i.e., effective DC 12).

This is the sort of powerful and quite accessible divination in D&D which displeases a lot of DMs who want to run detective/investigation adventures.

By the time the characters have that sort of divination, it's safe to say that the target would be able to defend themselves with spells of their own like nondetection, whether it be in spell or magic item form.
