It's in Tome and Blood.
Basically, it lets you change the shape of an area effect spell. You can make a fireball into a cone of fire, for instance. Or make a cone of cold take up a few separate 10' cubical areas. You have to decide on the new shape at the time you prepare the spell.
I don't have the book with me right now though, so I can't type verbatum.
