searching for political campaign

Please don't yell at me if this needs to go somewhere else. I'm kinda new.

I'm looking to see if there is any preexisting material to base a campaign on.
I'm looking for a 3.x or d20 material I can alter as little as possible to a political war raging between living and undead vampires in this world I'm hoping to restrict all arcane magic to the undead vampires (mages & sor. bards are getting magic purely from musical resonance). if left on my own i want the final "villain" to be a challenge to kill because of sympathy for him trying to protect his family hopefully a human wife and half-breed child.

Any ideas?

I've got a great idea for you. Adapt Eberron to this idea. Set your campaign a couple of years after the Last War ended and then presume that Vol, the lich queen and scion of the Blood of Vol relgion has pieced together through her agents a number of relics from Xen'Drik, Argonnesson, Khorvaire, and Sarlona and used them to conduct an epic ritual that divested all non-undead arcane casters of their power. Obviously this turns Eberron upside down. Karrnath becomes the central focus of power (as Kaius III is actually a vampire under Vol's control) and Karrnath has used this event to try to "re-unite" Khorvaire. This pits the undead legions (with their vastly expanding vampire overlords) against the rest of Khorvaire, re-igniting the Last War with Karrnath as a universal enemy of the Five Nations, such as they remain.

I would recommend adding Heroes of Horror into the mix. It has some ideas for transforming existing campaign settings into horrific settings.

I'll have to look up the eberron stuf but thanks that sounds like a good start point.
