Searching for quote about bard

I was discussing the bard and how it was supposedly the first class finished as far as design concept but due to design it was pushed back to PHBII. However I can't remember where I saw it. Not sure if it was here in a thread or if it was in Ampersand on WotC's site or if it was in a designer blog. If anyone remembers where it was at or could post a link I'd like to reread it and be able to refer to the proper location. I've tried doing a google search but without proper phrase it's like trying to find a needle in a haystack. Thanks.

I found a thread on other forums discussing the Warlord being in the PH1 instead of the Bard - the post was from June 2008 so I went to wotc and looked at 'excerpt' articles from around that time frame.

I found this one about the Warlord that mentions Bard...

The 4E warlord now helps alleviate that unfortunate requirement of party composition in all previous editions of Dungeons & Dragons: before, a party had to include a cleric in order to be effective. Very early on in 4th Edition design, our work on character roles led us to the idea that any character serving as the party’s “cleric”—whether a bard, shaman, warlord, or whatever—needed to be as good at that job as the cleric or else we’d have yet another edition of D&D in which every party still needed a cleric. That led us to the idea of the Leader role, and the warlord as just one of several possible classes that can fill this role. Thanks, but it's not what I was looking for. The quote I'm looking for mentions specifically that the bard was either finished first or at least outlined first but then was held back for PHBII.
