Seeking help designing an Evil Scout (quick build)

I dont need a complete character made, jus some suggestions ill do the number crunching myself. Heres the rundown, Evil campaign setting, level 5 starting character with wealth of a level 5 character. I need a complete build up (I can crunch the numbers just list everything of importance) alignment should be Chaotic/evil but if required Lawful/Evil will do.
I mainly need help with a race and maybe PrC, so far we were thinking orc or haf-orc half-djinni (half-genie from sandstorm I believe). I could also use a hand with armor/weapon selection, as well as feats/skills. Should be melee inclined with high str/dex. If you, like our method to determine stats is 4d6 6 times (discard the lowest out of 4) for 1 set, 4 sets are allowed to be rolled, but if the 4th is rolled it must be USED.

If anyone could post a suggestion or two, here's what I have to work with, Thanks!

How about a CE Elven Ranger or Ranger/ Rogue. Give him weapon finesse and he uses his high dex to hit with his melee weapons as well as a missle weapon...he has sneak attack if he has levels of Rogue, plus possibly evasion etec.... If most of your players are human, give him humans as his favored enemy and he has even more bonuses against them. Can't be affected by sleep spells, and we all know most wizards take this 1st level spell. Most folks expect the big bruiser type of enemy, but few expect the highly skilled lightly armored type.

But here is a thought, how about a CE Rogue/ Scout. I would also use the woodland rogue variant out of complete arcane. The Rogue skills and abilities would stack vary well with the scout abilities and skills. That way you get a Scout doing skirmish damage every time he moves 10 ft and possibly some sneak attack damage on top of that. Also, if you take rogue levels, get the staggering strike feat which could be devistating to your opponents.
 

C:Adv Scout with whatever Feat allows you to take a full attack after a Charge sounds like a lot of fun. Just take straight Scout levels. Go for the TWF chain, and use paired Short Swords.

Too cheesy? Then take one level of Barbarian and all future levels in Scout. Here's your Feats:

1/ XWP: Spiked Chain, WF: Spiked Chain
3/ Power Attack
5/ (scout 4) Improved Init
6/ Cleave
9/ Great Cleave, (scout 8) Quick Draw
12/ Imp Crit: Spiked Chain
13/ (scout 12) Point-Blank Shot
15/ Combat Reflexes
17/ (scout 16) Rapid Shot
18/ Extra Rage


Your tactics are: charge up in the middle of enemies and kill them. For skills, max out Tumble, Sense Motive, Hide, Move Silently, Listen, Spot and Jump (with your speed you will gain some hefty bonuses). As a backup at high level: you have a bow.

I still like the Ranger favored enemy ability over the scout skirmish ability. Adding favored enemy and sneak attack is very cool. But hey. looks like a lot of good ideas here, just need to pick one you like.
