are you saying the feat would make a monk who does 1d8 do 2d8 or a monk who does 1d8 do 1d10?

The closest I can think of is Empty Hand Mastery, in Oriental Adventures. with the prerequisites of Improved Unarmed strike, Power attack, Fists of Iron, Eagle Claw attack, Sunder, 4 ranks in bluff, and Ki shout. It advanced your unarmed damage as though you'd increased your size by one category. However, it's not a feat: If you met the pre-requisites, you gained it automatically.

The later. A 1d6 would become a 1d8 for example.

Now that I think about it... would a Goliaths Unarmed Damage be larger? They can use weapons one size larger without penalty...

From p304 of the Monster Manual 3.5 (including errata):

IMPROVED NATURAL ATTACK
Prerequisite: Natural Weapon, BAB +4
Benefit: Chose one of the creature's natural attack forms. The damage for this natural weapon increases by one step (eg 1d8 becomes 2d6). <snip> You can take this feat multiple times, but each time it applies to a different natural attack.
But whether your DM considers a Monk's unarmed strike as a creature's natural attack form, or than PCs are even eligible for MM feats, is another matter altogether that has been debated on these boards previously.

I'd be inclined to say no, myself. That they have the ability to wield large weapons without penalty doesn't mean that they're not Medium creatures. Their fists are still Medium-sized.

The monk's attack does not count as a natural weapon. A monk cannot flurry or use their higher unarmed strike damage with a natural weapon (as clarified by the FAQ). You could still make an arguement that a player could take INA to make their normal unarmed strike better (like when using a gauntlet), but it will not work with a monk's unarmed attack.
