Makes sense arwink. What about Wee Jas? She's about the only other LN deity I know from Grayhawk (I've been DMing FR for a while now). As arwink said, orcs, trolls, ogres. There's also goblins or, more for the Hextorians, Hobgoblins. Saying that, I'm not sure I agree that the Hextorian preists would view the smaller races as too weak. As a Lawful war church, they're inclined to stratagy. With this view, they would better understand what a smaller race could do for them. Especally if sent out with small groups. With St. Cuthburt, if he decides to dig in his heals, I could see rift forming. Think about the party getting in skirmishes with Clerics and Paladins of Pelor or Heironious (sp?). Maybe in a bar or something quick on the street, stopped by Town Guards or a high ranking church leader. Add to that a conspiricy or three from evil (and maybe not so evil) churches who want them to declare war on each other. Wee Jas wouldn't mind loosing some competition, especally if it's Cuthburt she's slamming into. A secret group of Heironionions (sp?) may be pushing to get a fight going between them. And Oldemdredia (sp?) would just love the Chaos. Add in a few evil deities for some vile stuff, and a few highly placed Pelorians and Cuthburtians who feel that other churches are an abomanation and/or are sick of having their business (the Yips are only the tip here) questioned by the unenlightened. . . With that, you've got yourself a true conspericy. Just think of how far reaching the consiquences of that might be. Then add the PCs, who really like Cuthburt, and make it clear that they can decide what role they want to play. They can try to stop it if they want or they could simply go along with it. LN and fallowing orders afterall.
