You know, I am always surprised when I hear people question being able to open up a word document. Unless the document uses a lot of formatting, you can open it in wordpad on any windows PC. Heck, every Mac I've ever used has been able to read word documents as well.
I think this may be a case of protesting too much.
As to the document itself, I downloaded it, and then virus checked it. According to trend, you're golden.
Oh, in looking at the rules, I liked the fractional spell casting levels quite a bit. I used a similar system in a campaign that I ran a few years back, and the players initially said it was too complicated, but after they figured out what I was doing with it (i.e., making spell casters more easily able to multiclass) they liked the results. I also liked and would consider using the rules for metamagic and caster level reductions.
I didn't really care for the skill based spell mechanic, but I can see where that might be a flavor issue on my part.
All in all, I'd say this document is worth looking at if you can open it. I didn't have any major problems with any of it...is there anything in particular you were wondering about?
