Setting a forest fire

Why don't you use the +2 rule? If the wind blows to the forest then its easier to start but harder to extinguish, if it blows from the forest it should be the opposite. If its rainy it will be harder to start it, but it will spread slower. If the forest is dense the fire will be stronger. If the forest is near the sea then its a bit harder to light fire, though not as hard as if it rained.

And I don't know if the goblins will be distracted, but I think that villagers from the closest village/town/city WILL be distracted :heh:

And PCs are flame-able too...which makes me wonder if they can outrun the fire... (there are rules for fire in the DMG if I recall correctly? )
