I read of how these shadow masters run a city called Telflamm but I cant find any info on what they are or how they are run.
Can anyone please direct me on where i can find some information on this subject.

Telflammar shadowlord is a prestige class in Races of Faerun.

well in the city of Telflamm there is htis group called the shadow masters and they run the whole city and it sounds like a pretty big group but i cant find any more info on them,

to check it your self look in the forgotten realms campaign setting on page 209

I think there is some information in FR regional supplement The Utter East. That's where Telflamm is.

The exact name of the supplement is The Unapproachable East. The Shadowlords of Telflamm can be found in the section on Thesk. The book also contains a PrC called the Telflammar Shadowlord.

Yeh Hong, it's Unapproachable East. And the Tefflammer Shadowlord PrC is indeed in the PrC section and the Thesk regional entry has some information on it. But as has been said, if you want details go and find the 2nd ed. cloak and dagger.
