Shape change sort of question

The group I play with has 4 regular style characters, however 3 are unusual ie deva from sa vage species and a dragon. The problem with the dragon has become quite, a problem. He is looking for the lowest cost way to be able to his shape to a basic human for small periods of time just in case he has to go into town (lol we warnes him on creation) any suggestions?

He's Medium size, less then 1 hour, but might need that a couple of times a day, and no on the alternate form.

He'd be limited to Dragonic types within one size category of himself, and Alter Self doesn't allow you to transform into a template creature.

That means no Kobolds (wrong size) and no Half Dragons (it's a template)

He could hit the size, but the goal was more than just "Medium Sized". It was "person".

Still, if he could Alter Self into anything that was bipedal and medium sized, a Hat of Disguise carries the rest. So look at Lizard Man and all his relatives, and work from there.

what type of dragon is he? and of what age? cause most dragon species receive a natural ability of spells after they reach the age of young adult. there for it seem like polymorph would be a good choice for any dragon who wanted to wonder the world as a humanoid every so often. hell stell dragon have the natural ability to do so nearly seeing as how they spend more time wondering the world as a human figure then their own dragon shape. as do a few other dragon races also are known to live out huiman life times in area's be for "dying off" and relocating some where else.
