Neat! It's nice to see sharks treated as something other than always evil for once.

Is there a reason why the bite attack doesn't use the character's ability scores or proficiency bonus?

The bite attack, like any melee attack, is subject to the Strength bonus of the character. Beyond that, I didn't see a reason to make it any more powerful.

You could, I suppose, make it increase in damage at 5th level to 2d8, at 11th level to 3d8, and at 16th level to 4d8. House-ruling is the order of the day with 5E. =)
