1. Shatter becomes a force effect rather than a sonic effect. Benefits are that it can't be neutralised by Silence and it can effect ethereal foes. Crystal creatures can't protect themselves with resist energy(sonic) etc.
I'm thinking perhaps 3rd level for this application.
2. Shatter is allowed to affect magical objects as well as mundane objects.
I'm torn as to whether this could be rolled in with the above change as a 3rd level spell or if it should put it up a level to 4th.
So what do you think?

I think one spell, so with that in mind here are my thoughts.
First question - Why?
Since inanimate objects are not normally damaged by force spells (See
magic missile) but Sonic attacks do...
And since Force spells specifically better effect incorporeal creatures, but sonic might not...
Tough call. You are combining two basically opposed concepts on the spell.
If the only idea is to cause damage to Crystaline Creatures I dont see the point. Many other spells can cause them damage that are not sonic. Its also a very specific spell to be designed to combat one single type of creature.

I would do something along the lines of the following as Force Can be useful against crystaline and incorporeal creatures but is generally ineffective against inanimate objects.

Range: Close (25 ft. + 5 ft./2 levels)
Area or Target: One crystalline or ethereal creature
Duration: Instantaneous

Force Lance creates a sharp lance of force designed to deal damage to crystalline and incorporeal creatures. Targeted against such a creature,
force lance deals 1d6 points of force damage per caster level (maximum 10d6), with a Fortitude save for half damage.
Arcane Material Component: A chip of mica.
If you want the force to damage to objects as well, then I would suggest.

Targeted nonmagical objects of crystal, glass, ceramic, or porcelain that are within the 5-foot radius of the point of origin are smashed into dozens of pieces by the spell. Solid objects, regardless of composition, weighing up to 10 pounds per caster level are also effected but receive a Will save to negate the effect.
