Skip Williams (author of Sage Advice and the FAQ) will only issue clarification, rule changes are restricted to errata.Since that time, two things have happened:1.  Sword and Fist came out, and needed fixing badly enough that they ignored their own rules and published errata without waiting for a second printing of the book.  At the same time (?), they established a rules review comittee that would review all future publications and rules changes.2.  The FAQ was created.I can find no current WotC rules as to what will or will not be put in the FAQ.  The bit about the Shield spell is clearly a change to the core rules, but no errata has ever been published on that change.  Maybe the change has simply been stated by so many folks, so often, that Skip just assumed that the change was official and so he wrote it up that way?Anyway, I am no longer certain as to exactly what the FAQ is and is not supposed to be.One other thing in the mix is the internal WotC tension between those who actually finalyze material for publication and those who put out the FAQ and other materials.  This is why, I think, that the rules committee was created.</blockquote>
