I had such a dwarf in my group and he was AWFULLY effective against both sorts. He did a tremendous amount of damage against a few large things or many small things. The whirlwind is not that important. But if you take the two weapon fighting style early, you have many attacks, don't hit too bad and do more damage than your DM can eat. I simply vote for two weapon feats before cleave, that way you can react to biggies and many small ones. If you encounter big ones that are tough to hit even for you, use one waraxe twohanded.</blockquote>
