Dragon 320 has savage progression tables for metallic dragons all the way up to ECL20. As to how an adventuring dragon can somehow force itself to age faster than the norm...:hmm: Not entirely correct. According to the MM, a very young silver dragon has 10 dragon HD and LA+4, for an ECL of 14 (not the 15 listed). The young silver dragon is ECL18 though (13 dragon HD, +5LA). It doesn't seem all that bad. Between 6+int mod skill points each level and an innate int bonus, you can manage a good assortment of skills (which if you keep maxed out, should still be fairly useful despite your high LA). With the ability to cast arcane and divine spells, you are able to activate an array of spell trigger items, and you also have UMD as a class skill. Its combat capabilities don't seem that stellar though. While improved multiattack will give you 5 attacks, all of which are made at your highest bab, each of them don't really deal that much damage, and you face the problem of overcoming dr (which is all too common, and it would apply 5 times against you). The upside is that amulet of mighty fists benefits all 5.:D The breath weapon is still moderately useful, though I find it annoying that it targets fort (which just about every monster has a good save in). Pump your con, take ability focus and take heighten breath. Should be good for disabling at least 1-2 weaker foes. You will definitely need good eq to complement your abilities. Should be viable. Seems like it is decent at low levels, maybe a little lackluster at middle levels, then picks up again at higher levels.:)
