Okay, the OP's suggestion is just unbalancing. Duel Wielding is already one of the stronger options in the game. Allowing weapons with higher damage dice and removing the restraining features of Light and Two Weapon Fighting FS? This is just allowing stronger combinations while turning the actual Light weapons obsolete and pushing people into just using the same weapons over and over again because other options are objectively worse. Its hurting variety instead of enabling it. And, as another pointed out, its leaving a Versatile weapon loophole open, where you can use two hands for more damage with two attacks. Want to dual wield as a Barbarian and not look "wimpy?" Just use a pair of handaxes or light hammers, and flavor the appearance however you want. There's no real reason you can't just say your two short swords are actually longswords despite using short sword stats. Or whatever weapon you choose. And while rapier/dagger is a real style, 5e14 didn't really enable that either - it enable dual weilding rapiers, which afaik isn't a real thing - its rather quite silly and counter intuitive for thrusting weapons. The dagger is supposed to be used for parrying or a backup if your rapier is tied up, not for blender-of-death fighting. If you really want to enable more Weapon Masteries, and you're clearly not afraid of homebrew, then it'd probably be easier just to create new weapons with new Masteries.
