skill points for multiclass characters

I use PCGEN to make my characters and do all my forward planning.

It will let me do what I am asking, but I am not sure it is correct in doing so.

My question is this:

Yes, you could, assuming you didn't buy many (or any) ranks in Ride earlier and you're human. Why do you ask? I don't see the problem...

I was reading the players handbook and it said that you could have skill points equal to 3 + new level.

My question is basically:

Is the "new" level character level or class level?

The limit on a non-exclusive skill is your Character Level + 3 if the skill is a class skill for any of your classes, or half that if it's cross-class for all of your classes.

Exclusive skills (and Ride isn't one) are different - the limit is Level + 3 still, but you ignore any class levels in classes that don't have the skill.

So if instead of a Fighter level and the Ride skill, you wanted to take a Rogue level and the Read Lips skill, you could only take 4 ranks in Read Lips... because when you ignore your Cleric level and your Wizard levels, you only have one level in a class with Read Lips.

Does that make sense?

Max skill ranks for a non-exclusive skill that is a class skill in any of your classes: Character level + 3

Max skill ranks for a non-exclusive skill that is not a class skill for any of your classes: (Character level + 3) / 2

Max skill ranks for an exclusive skill: (Class levels in classes for which it is a class skill) + 3

Example: Rog3/Ftr2

Handle Animal: max 8 ranks
Tumble: max 8 ranks
Read Lips: max 6 ranks
Alchemy: 4 ranks
Animal Empathy: 0 ranks
