Skills and LA

Yet one more question about LA characters. I don't see a reference for how LA affects max skill ranks.

Does it go by ECL, or total hit dice? That is, if I have a Rgr1 duergar (ECL 2), can he put 5 ranks into Knowledge (nature), or only 4?

Only Hit Dice affect max skill ranks. Level adjustment does not factor in at all. Your example, a Rgr1 duergar can only put 4 ranks in to a skill because he only has one HD.

The references to maximum ranks in a skill being "character level + 3" (PHB pg.61, for example) should cover that. After all, it's referring to character level (not ECL), which is your HD.
