Mormo CERTAINLY has enough followers to get her to be reborn in some manner. Not sure I understand what your deal is about planeshifting...or the Outer Planes deal. I do understand that there's not many other planes BESIDES the ones the Eight occupy, but certainly there's more to planar travel, especially with the plane of shadow right there. If you wanted to incorporate say, shamanism, there is a plane of dreams, even if it's not a TRUE plane.
