The resources hong has listed, while often very useful and interesting (the GURPSnet archive is among my own bookmarks), are not really forums or boards along the lines of this one. The GURPSnet is a mailing list, and the Web site hong links to is an archive for it, with a FAQ and some links to other GURPS sites. The GURPS newsgroup is a fairly typical Usenet group for an RPG, and has a community of sorts, resembling the one here, but without moderation it gets its share of flame wars, "adults-only" topics, and the occasional bit of spam. Still, folks there are generally happy to see new GURPS players, and usually willing to answer questions, sometimes with spirited debates containing much more detail than was originally asked for...
As far as actual message boards go, those for Pyramid Magazine (Steve Jackson Games' e-zine) have an excellent reputation, but you have to be a subscriber to get access. Never bothered myself (I prefer paper for my magazines), but it's supposedly a pretty good deal, with access to their online playtest material included as well.
