Small and Large Druids and Wildshape

Do the size categories of available creatures change for a small or large druid who is using wildshape? For example, it states that a Level 5 Druid can take the form of a Small or Medium creature. If he is a Halfling, should this instead by a Tiny or Small creature, as otherwise he can grow a size category, which a human druid cannot do until Level 8. This gets even more ridiculous with large or larger creature, such as Giants.

I don't think there is any such verbage in the RAW.

All druids -- be they human, halfling, or ogre -- are limited to small and medium forms at level 5-8 and other size forms at higher levels as stated in the druid class description.
 

RAW the size scope of wildshape is entirely dependant on druid levels, not the size of the original form. This is the way it should be, otherwise small druids would be screwed ("I'm a 9th level gnome druid, fear me as I change into a WOLF!" and larger druids would be overpowered ("I'm an ogre druid, fear me as I change into an elephant and trample you all to death.")
 


Problem is, my idea cripples wildshape for Small druids, but the RAW cripple wildshape for Large or larger druids, as ~80% of the time you're wildshaping to gain combat effectiveness, and you normally lose combat effectiveness if you wildshape into something smaller than you.
