Compared to someone better than him, he's not as good. Compared to someone worse than him, he's better. That doesn't mean he is mentally deficient. He's just ordinary. He's +1 on Intelligence (Investigation) checks, which is the game mechanic that corresponds to deductive reasoning. Are you saying that +1 represents mental deficiency?
