So, let's say I'm a spiked-chain expert who picks up Shock Trooper...

I've taken the required multiclass feat to make spiked chains off-hand, double weapons, and they're both flails and light blades.

I take the Shock Trooper PP, which increases the die size of off-hand weapons.

Now, I know what the answer would be in 3e... but in 4e, what damage dice am I now rolling for my spiked chain?

According to the PHB page 220, it goes 2d4>>1d10.

wow...I think that is pretty good of a trick, but personaly I wwould rather keep 2d4 and get the gloves that let you reroll 1's
