www.wolflair.com. It's a brand new character creation tool from the company that does Army Builder and Card Vault (great tools for miniatures and CCGs, respectively). They started with d20 support and they'll be announcing a list of other game systems to be supported under license in January, so maybe the list will include the storyteller stuff.
There's a free demo verison of the product available on their website, plus lots of screenshots (since another poster asked about that).
