I found a page on the Columbia Games site with some cute rules for getting your character drunk:

It's made for HarnMaster, but a few little adjustments and it would work for D&D (just replace STA with CON, have the poisoning rules use a Fort. save, and use a -1 penalty to skills for each hour of hangover).
