The Wishes that a djinn can grant follow the rules of the Wish spell. If you've read the Wish spell, it has relatively specific guidelines as to what it can do and what it cant. Typically, if an effect is too powerful, it will either fail, or backfire in some way so as to be detrimental to the person who wished for it (as per the DM's ruling). Wishing for abstract things (such as "advancing to level 20") that your character has no knowledge of will most likely fail- though some DMs will cause the wish to be granted literally (such as suddenly being transported to the 20th level of the deadliest dungeon in the world with no gear or light source). Even if your DM doesn't choose to have it backfire on you, there's no spell mechanic for gaining experience, so it is most definitely beyond the power of the spell. (At best, nothing will happen. Unless your DM is an idiot.) Asking for something like "to magically kill all monsters" is also beyond the power of the spell, is such an effect is far beyond the power of ANY 9th-level spell. The best it would do is emulate a Circle of Death spell, killing a certain number of creatures near you. And that's if your DM is lenient and doesn't cause it to kill you outright. Asking for a ton of gold, however, is perfectly reasonable. In fact, the Wish spell specifically mentions how much gold you can create with a single casting of Wish. Wishes in D&D aren't simply "I say it and it happens". Like everything else in D&D, it follows a set of rules and guidelines, and, when it goes beyond the guidelines, it's up to the DM to adjuducate. If it seems unreasonable for you to be able to suddenly jump to level 20, chances are it can't happen.
