From what I recall, they talked of deliberately limiting <em>arcane magic</em>, not of limiting one class' access to it. I would think that "other forms" meant divine magic -- not simply another way to access the exact same spell list.</p><p></p><p>So, can Ortwin use a <em>Summon Monster VI</em> scroll written by Mostin without fear of decapitation?
