Sorcerer Spells Known Question

Say for instance that a straight Sorcerer had only a 12 Charisma, upon reaching 6th level, could she learn a lower level spell in place of the 3rd level she was supposed to learn? Or is that learned spell slot kept open for future stat increase whenever or if ever it happens?

Now I understand this would create a problem if she later raised her Charisma so that she could learn and cast 3rd level spells by making the learned spell slot float up in level or something like that; but if the learned spell is "saved" then when she raises her Charisma to 13 at 8th level, would she then gain two new 3rd level spells known (one "saved" and one new) essentially becoming much more powerful with that one level increase (though still below the "norm" because 4th level spells are beyond her until 12th level)?

I thinkk it's up to your DM. The PHB says you can use higher level spell slots to learn lower level spells, but I don't think it says that you HAVE to spend your slots in this situation.

The latter. There's nothing in the sorcerer rules to allow learning a lower level spell instead of a higher level one.
