Limiting <strong>multiple</strong> creatures to only a single move OR standard action every round, combined with half movement (rounded down!) totally rocks, not to mention the -1 atk, AC, and reflex saves. I can't even remember how many times I have turned a battle thanks to Slow (frequently heightened).
