Or folding it into the mage's "always-on" power - spells are universal, as before, and the "I can always do something useful"-thing should be defined by your specialization... without banning schools. That way, specialization has an impact on a character, make him different from other wizards, without hurting. And it's more interesting than extra spell slot and +2 on Spellcraft.
