Speed Modifier Bonanza

I am making a high level character who will likely find himself in the following situtation regularly.

He is a gnome (base speed 20')

He is wildshaped (new base speed 40')

He is a barbarian (+10' speed)

He is under the effects of the following spells

Longstrider (+10' speed)
Tortoise Shell (-to speed as armor)
Essence of the Raptor(speed increases to 60')

What is his final speed?

key one will be the wording of essence of the raptor.

if it sets your speed to 60' that would override everything ???

seems unlikely probably gives base speed of 60'

that would override the wildshape either way

then + 10' for barbarian

then it comes down to wording of the tortoise shell spell again if its heavy then no fast movement from barbarian if medium then as a base speed 60 creature wearing medium armor +10'

confusing situation you've got there.
 

Some specific rules text, for clarification.

Tortoise shell:
"Tortoise shell slows a creature's movement as if it were wearing heavy armor... The spell affects only a creature's speed; tortoise shell doesn't have an armor check penalty or arcane spell failure chance."

Essence of the Raptor:
"Your speed increases to 60 ft. (If it is already 60 feet or faster, it does not change.)"

So, one possible approach would be

Base Speed 60' (essence of the raptor)
Heavy Armor Base Speed 45'

+10 Barbarian, +10 longstrider

Final speed 65'.

I think Essence of the Raptor simply increases your speed to 60' It does not affect your BASE speed, but your actual speed.

So what is your speed? Less than 60? Up to 60 it goes.

Unless the spell is not worded like that, of course.

This spell increases your base land speed by 30 feet. (This adjustment is treated as an enhancement bonus.) There is no effect on other modes of movement, such as burrow, climb, fly, or swim. As with any effect that increases your speed, this spell affects your jumping distance (see the Jump skill).

The exact language used is critical.

The "as if it were wearing heavy armor" bit makes it sound like it would nullify your Barbarian Fast Movement, however.

Would it? I take that as meaning "you move at 3/4 speed rounded down, and run at x3", not "movement effects that don't work in heavy armor don't work here" but I can see it being read either way.

I can't find this in the SRD. Where is the description of the penalties of medium and heavy armour for creatures with movement rates that aren't 20 or 30?

That was my first thought a well. Compare it to mithral plate that is considered medium armour and allows fast movement. It may well be a DM call.

There isn't. There is a description of load penalties... and looking at it, it's actually 2/3 rounded up, not 3/4 rounded down. That's odd.

Anyway, using that, I should actually be at 40', not 45', from tortoise shell. Otherwise, I don't know where the rules would be.
