Speed Reduction for Faster Characters??

My Question is this: Is there any rule that states how to handle the speed reduction for creatures or characters with higher then normal speed, for things like armour and encumbrane. If anyone knows these rules that would be great. If anyone knows where I can find, them that would be better.

Your speed is reduced by one-third. Take your normal speed, divide by three, multiply the result by two, then round down.

Speed 30 [30 / 3 = 10 x 2 = 20]

Note: This doesn't work for creatures with a base speed of 20, as the designers felt that a speed rounded down to 10 would be too great of a penalty, so for a base speed of 20, you round up, which equals 15.
Speed 20 [20 / 3 = 6 x 2 = 12 (round up to nearest 5) = 15]

So, higher speeds would be...

Speed 40 [40 / 3 = 13 x 2 = 26 (round down to nearest 5) = 25
Speed 50 [50 / 3 = 16 x 2 = 32 (round down to nearest 5) = 30

Now for a funky number...

Speed 65 [65 / 3 = 21 x 2 = 42 (round down to nearest 5) = 40

EDIT: I remember the speed 20/15/roundup thing from a sage reply a while back, but I don't have a copy of it. It could have been one of the other designers though.

I don't think it is. The only thing covered in the FAQ is the speed improvement for different sized monks. That chart didn't seem to work in reverse, but I could be mistaken about that. Did I miss it somewhere else?
