I am quite fine with a Fireball cast with a 9th level spell slot being less powerful than a Meteor Swarm cast with a 9th level spell slot. It is a good balancing feature due to having to prepare spells. The Fireball does less damage in a 9th level slot, yes... but it also gets to potentially be used in many more levels of spell slot. If you prepare Meteor Swarm, you only can cast it once. In your single 9th level slot. But Fireball, you can cast it in any 3rd level slot, 4th level slot, 5th level and so on. The flexibility in your choice of slot to use gets covered by the more powerful nature of spells that you acquire at higher spell levels. Do I think 9th level spells should actually show up earlier in your list list with less powerful effects? Nah. There are already plenty of damage dealing spells beneath them that can be taken (so needing an 8th level version of Meteor Swarm I don't find is really necessary)... and the other high-powered ones like Time Stop, Wish or Astral Projection are what they are BECAUSE they only show up at wizard level 17 and not before. It makes them something to strive for.
