I remember a rule that researching a new spell cost 1 week and 1000gp for each level of the new spell. I can't find that rule anywhere now. Is it a 3.0 rule or something?

It's on page 198 (DMG): Researching Original Spells.

Note that the DMG has remarks on and damage caps for new spells on pages 35 and 36.

I'm going to throw in here the thought that a caster gets two free spells, and they don't have to have come from anywhere... hence having them have been researched is a viable option.

Therefore as long as you don't get more than two per level, and you buy your others (barring a feat to give you more), you can "research" some for free.

That's not spelled out, however. On the other hand I personally view custom spells as so important to the class that I won't play one without at least some feasible access to spell research. And "charging" to learn a spell is only feasable (IMO) if you're given that much as bonus gold, and if you're given the time to do so under those rules.

You don't mean "a caster," you mean "a wizard," or perhaps "a wu jen" or something. I ask because a cleric in a friend's campaign is designing a new 1st-level spell, and I told him about the 1000gp requirement but couldn't back it up with a page number.

That's true... of course I rule that clerics cannot research spells. They ask for it and are either given it or not. If anyone is enforcing the gold to research clerical spells, it'st he god that has to pay it, IMO.
