The targeted version is. because in that case the spell "has you as a target". The area of effect version has an area of a 30' raidus burst, so spell turning won't affect is. Counterspell "target's the spellcaster" so it should be turned (though with no other effect, since you can't counterspell a spell that's already been cast).
 

Yes, if the dispel magic is targetted at the person with spell turning, the dispel may be deflected. The reason is that there is no reason for it not to be deflected. Unlike some spell protections, it does not say that it gives you infinite spell resistance that dispel magic can ignore because it is not affected by spell resistance. A 7th level spell defeats 3rd and 6th level spell.
 

What if you cast the dispel on the Spell Turning itself? It says under the description of Dispel Magic that a spell can be the target. Would it be subject to turning in that case?
 

If the dispel doesn't target the same person as the spell turning, the spell turning doesn't take effect. So, yes, you could do that.
