Given your reference to true strike, I assume you're talking about 3e?
In which case, the answer is (or should be) a pretty definitive "no". Under the d20 system, as conceived in that edition, when something is rolled using d% there are no modifiers. That's why the Blind Fighting feat, for example, gives a reroll rather than modifying the roll directly.
(That said, as the edition went on, quite a lot of the design wisdom was gradually abandoned. I wouldn't be surprised if someone, somewhere had introduced such a spell.)
