Edgar Hoover with a mysterously hooded prisoner - nonetheless convinced him of the patriotism and rectitude of the conspirators. In the intervening three years he has been asked to do a single task for this group: forge a presidential directive staying the extradition of a resident alien arrested for unspecified crimes.
