Squatters in the white dragon's lair

Did they take the dragon corpse with them?

If not, that opens up plenty of possibilities. Maybe a wizard moved in for the spell components. Or a necromancer out to make another Dragotha.

If the dragon corpse was left on the scene, it is also possible that things would eat from the carcass, and maybe become imbued with dragon essence, turning into natural sorcerers.

A smaller and younger white dragon discovers the lair and takes over, but is to weak to adequately defend it. So after conflict with various intruders (perhaps leaving behind a few undead with some nice frost covered abilities in an unused room) makes common cause with an insane dwarven mystic (class can be whatever you want, so long as they are evil enough to associate with a white dragon) that had been driven from those aforementioned dwarfholds. They soon use their combined might to coerce or win over a group of barbarains (orcs, humans, goliaths, or goblins as you see fit) to serve as added protection of the lair. The barbarians get powerful allies to help them drive away rival groups from their hunting lands and the dragon and mystic get added protection. Together they have added a few traps and other suprises to the lair and have been using it as a base to attack convoys that come to the mountains to trade with the dwarves.

Alternatively make it an enclave for a group of renegade dwarves who are trying to start their own holdfast after having been exiled from their homes for excess violence. Nearlly starving when they arrived they found the frozen carcass of the white dragon and carved it up and ate it. It has effected their minds and bodies. Don't make them full half-dragons but give them some cold related abilites and unusual features, its also maid them more chaotic and more evil. Their leader could now be a dragon shaman. Alot of their gear is made from dragon hide and bone.

A group of scavenger monsters that moved in to dine on the remains of the dragon after the adventurers left. They have become adapted to the winter conditions.

The abandoned copper and silver coins, angry at their situation, have gone on to develop a collective. They formed into a golem of sorts, an animated object, a massive hulking coin creature that attacks all who try to enter its lair.

Last but not least - dire bacteria - preserved in the ice left behind, waiting for someone to let them free and get infected.
 

If I were a lich that would be prime territory: Undead aren't bothered by natural cold, and can work day and night to retrofit that place.
