When gaining the bonus for dropping a cursed enemy, can you apply the bonus from the pact after you make a roll, or do you have to apply it before the roll?

That's entirely up to the DM... the wording is ambiguous.

I'd let it be added after the roll.

Star Pacts have enough going against them--why NOT give them post roll?

Course, how many d20 rolls do you make in a typical turn? It won't come up often that it's useful, but it's a minor benefit.

It does come in handy though if a few cursed enemies go down in the same round, for example, being able mass-curse a bunch of minions, then set up the boss with the Daily the next round, and I think attack bonuses are the best. But I agree it would be meh if one had to add it to the roll beforehand.

I think I'm going to run it, after the roll, like the Wand of Accuracy. otherwise, that would be next to useless too.
