Simplest way to find this information is to sort the Rules Forum threads in title order (descending) since the beginning, and find the Ss.

There have been plenty of "Starting Wealth for...", "Starting Resources for...", and "Starting Money for..." threads, and at elast one of them has the PC and NPC tables reproduced for levels 1-20.
