It seems to me that powers and actions are two things that are both used for balance, rather than one or the other exclusively.</p><p></p><p></p><p>That's pretty subjective, really, and certainly can have repercussions beyond "mage hand for one round."</p><p></p><p></p><p>It also penalizes someone who's more comfortable working with the rules rather than around them.
