Thank you everyone for all your suggestions! I very much liked the ideas of attoning for the crime by completing a dangerous mission. SO, this is what I think I'm going to do. Since the murder, the party has already done an extremely GOOD act. They freed a large number of slaves and broke up a ring of Cultists in a city nearby where the murder took place. Words of their good deeds in this town are spreading quickly. Currently, they've been assigned a very difficult task by their patron wizard. He's the protector of another large nearby city. The murder happened outside a small village in the region. The party is currently seeking the location of a large outpost of cultists that have been raiding the town. This is going to take them into the Underdark, and generally be quite difficult. Their patron wizard has promised them a hefty reward if they complete this task successfully. Right now, I'm thinking that while the characters are away, the patron wizard is made aware of the player's crime. A couple of bounty hunters start showing up in the town, people have learned the names of these "local heroes", and some may have even approached the wizard himself looking for them. I think the patron wizard may bargain with the magistrates for the characters' lives, based on their good acts. However, ALL the reward money for their current mission will be forfeited as restitution, and the character who actually committed the murder will be given 40 lashes in the town square, and all 3 characters will be places in the stocks for 5 days. The promised reward money was 5000 GP a peice... so that's a total of 15,000 GP. The patron wizard will also make it clear that he will refuse to help the characters if they get themselves into this sort of situation ever again.
