I've been working on this as a hobby for about 2 years now. My senior project in college was doing this. I have a schema for storage and the software (written in java), gives the user a nice lovely GUI to create all this data in xml. Which then the second piece, the part that's not done yet, would use to create the raw character data dump. It's a hobby and something I do to relax (writting insurance software can be very boring at times, but it does pay the bills).
