It's hard to think of a way to swap things that's somewhat fair, keeps to the spirit of the characters, and isn't a tremedous pain. For example, Star's powers natively are much more like her Corrosion cone than the orbs she throws: overly dangerous to herself and others. So what happens in the event of a switch? Either Hope is sort of screwed with powers that mess her up if she tries to use them or Star is major chump (or even more of one) for taking years to learn what Hope just did in like minutes.
