How do you play this maneuver?

If my calculations are right, in order to jump over a human opponent 6 feet tall you need a jump check result of 24, and that's ok.

But in order to jump over a Large creature (say 12 feet tall) the DC would be 48!

Using this maneuver against huge or larger opponents would be nearly impossible.

You could start from an airborne position (doable by the time you're routinely fighting size H opponents). Exactly how much this would reduce the DC is a bit vague.

The maneuver is kinda broken later on, though. A DC 60 Fort save to avoid stunning is just silly, no matter how big the monster. (20 ranks +6 (Str) +12 (haste +30' speed) +5 (ring) +2 (synergy) +10 (leaping dragon stance) = +55 base)

I'm thinking of changing it to: fail save by 9 or less --> staggered; fail save by 10 to 19 --> dazed; fail save by 20 or more --> stunned
 

There's a stance that goves you a +10 enhancement bonus to Jump checks, but yes, using Swooping Dragon Strike against some enemies is going to be difficult unless you twink your character a lot. Also, many Large and bigger enemies won't walk upright, and against those the check will be easier to make.
 

Leaping Dragon Stance is the key; it makes all Jump checks running jumps and gives you a 10-foot enhancement bonus on Jump checks, not just a +10 enhancement bonus to the check. I'm not sure if that's what they intended or not, but as written, it adds a flat 10 feet to any jump you make.

That's the same thing for long jumping. It only helps you get 2.5 feet higher when jumping over the target. It can as written get you 10 feet higher on a high jump, but for a high jump, you stay in the same space. Only a long jump can get you through and over the target's space as required by SDS. When you high jump, you only get 1/4 the distance as hight.
