Sword Mage vs Rogue vs everybody else...(min-maxing and stacking damage questions)

There is no way he could be getting 30+ damage every round, considering he only has 3 encounter powers and, unless he's got those area affecting ones i mention and is hitting three or more targets, he's not guaranteed to get above 30.
