teleportation vs "cannot move closer" powers

there are many powers which state that an opponent cannot move closer: example; terrifying smite or evil eye of the vistani.

Hit: Until the end of your next turn, the target grants combat advantage to you and cannot willingly move closer to you.

The question is, would you accept if the person teleports closer ?
what if the teleport is a move action ? (or if it's not)
what if teleportation is a movement mode (lvl 16 wayfarer's step PP arcane wayfarer) ?

I would not allow it if the action was done by the character. I would allow it if the action was done by a different character (even an ally).

The word "willingly" is the important part for the spirit of the power.

So if, say, a power made you think girls had cooties and it assumes NOBODY wants to get cooties, then you wouldn't teleport next to girl anymore than you would walk next to one, skateboard next to one, or surf next to one. The mode of transportation is unimportant.

Similarly if an ally used a power that said "One ally may shift 3 squares" I wouldn't let you do that either since the word may implies you have the option not to move.

Only power that move you without your consent would be allowable. IMHO of course.
